The Minutes of 2009 Annual Industry Conference Organized by China Coating Industry Association TiO2 Branch

         Chengdu, Sichuan, December 5, 2009/China Coating Industry Association TiO2 Branch & China Titanium Dioxide Net/ －－ "2009 Annual Industry Conference" organized by China Coating Industry Association TiO2 Branch was held in Chengdu City of Sichuan Province from December fourth to December fifth. More than 120 personnel attended the conference, including Sun Weishan, the deputy secretary-general of China Petroleum and Chemical Industry Association, Yue Wangshen, the secretary-general of China Coating Industry Association, Yao Hengping, the chairman of TiO2 Branch, Liu Changhe, the team leader of TiO2 Branch as well as the main leader and represents from TiO2 manufacturers and associated upstream and downstream units all over the country.

　　The main topic of this annual meeting was as follows. First, summarize the running status and developing trend of titanium dioxide industry in 2009 all over China. Secondly, put forward the key scientific and technological support issues of tio2 industry development during the "12th Five-Year Plan". Thirdly, issue and carry out the "Green Environmental Protection Declaration" of tio2 industry. Fourthly, listen to the relevant departments＇ introduction and interpretation of the national industrial policy guidance, the "Guidelines for Export Rebates" to be launched and the "Emission Standards for TiO2 Pollutants". Fifthly, study the application and development of domestic new tio2 technologies in chlorination process and sulfuric acid process. Finally, set up the development direction and goal of titanium dioxide industry in the next phase.

　　Yue Wangshen is the first to deliver his speech in the conference. In his speech, he expressed his warm congratulations to the successful convening of the meeting as scheduled. Besides, he also expressed his sincere thanks to the experts and industry colleagues who have made great contributions to China＇s tio2 industry. Finally, he elaborate on the general development, strategic shift and industry upgrading of the domestic tio2 industry as well as the rational use of the policy resources etc. Later, Sun Weishan gave a report on the overall operating status of domestic petrochemical industry and made an in-depth introduction and interpretation of national industrial policy related to titanium dioxide industry. Subsequently, Yao Hengping gave a report titled "Enhance the Competitiveness of Titanium Dioxide Industry by Implementing the Scientific Development Thought" on behalf of TiO2 Branch. After that, Liu Changhe made special instructions and explanations on tio2 access conditions (draft), "production license", "export standards," emission standards for tio2 industrial pollutants (discussion paper), the key scientific and technological support issues of tio2 industry development during the "12th Five-Year Plan" and the "Green Environmental Protection Declaration of TiO2 Industry". At last, some famous domestic tio2 manufacturers conducted special statements on tio2 manufacturing, application technology, environmental protection standards and the characteristics of the upstream and downstream industry chain. These manufacturers include Jinzhou Titanium Industry Co., Ltd., Panzhihua Chongqing Titanium Industry Co., Ltd., Dalian Shide Group, Shandong Jingjin Filter Press Group, Beijing Oriental Horizon Technology Development Co., Ltd., Chengdu Challenging Technological Innovation Co., Ltd., Shanghai Fopol Chem-Tech Industry Co.,Ltd, Beijing Rich Topway Science and Technology Co.,Ltd etc.

　　After listening to the above reports and speeches, the participants discussed warmly and carefully. Finally they reached a consensus and set up the following minutes:

　　I. The representative fully affirmed all the jobs TiO2 Branch carried out and the results it achieved under the support and guidance of China Coating Industry Association. Besides, they hope thatTiO2 Branch continue to strengthen connection and communication with government departments and China Coating Industry Association as well as actively carry out activities like technical communication and professional training in the future. Moreover, they suggested that the branch organize special seminars or training with "the new technologies in titanium dioxide production and environmental protection and its application" as the theme at appropriate times. The purpose of such activities is to build a high-quality back-up team of professionals to improve the overall quality of the industry.

　　II. Participants agreed that it＇s timely and necessary to establish China Coating Industry Association TiO2 Branch Expert Group. It will play an important role in enhancing the quality of China＇s tio2 industry, developing new technologies with independent intellectual property rights, domestic tio2 enterprises＇ participation in international market competition and promoting the sustainable healthy development of domestic tio2 industry. They affirmed and recognized the serious work of the Expert Group and expressed their full support for the work undertaken by the Group.

　　III. In order to survive and achieve sustainable development, human has to choose green chemistry. And the development of circular economy has been the common aspiration and understanding of China＇s tio2 industry. The conference completely agree and support the "Green Declaration" tio2 branch issued to the whole society on behalf of the industry and the social responsibility it solemnly promised. Enterprises will take environmental protection as the most fundamental element of their survival and development through practical action. We will spare no effort to build China＇s tio2 industry into a green industry.

　　IV. After discussing and analysing the overall operational status of the industry in 2009 and its developing trends, all the participants thought that the situation of domestic tio2 industry is not optimistic despite that China＇s economy is gradually resuming. The reasons are as follows. Firstly, the impact and effect of financial crisis on the industry has not completely dissipated. Secondly, the price of raw material has an obvious rising trend. Thirdly, the homogenization phenomenon continued unabated. Fourthly, the improvement of products＇ intrinsic quality and the research of new products still cannot keep pace with the development and demand of consuming market. Fifthly, the performance price ratio of domestic products still can not compete with imported tio2. All this shows that China＇s titanium dioxide industry is still in the development stage and it does not step out of the high-risk periods. Therefore, the participants appealed enterprises to improve the added value of products through increasing R & D investment and vigorously pushing forward the innovation of technology and equipment as well as the adjustment of product structure. Meanwhile, they hoped that China Coating Association could actively cooperate with official departments to set down industry access conditions, standards for energy consumption and pollutant emission, management measures for energy use and pollutant emission as well as other relevant standards and rules. As to the serious excess problems of tio2 capacity, they suggest that the relevant government departments not approve new projects whose capacities are under 50,000 tons / year (sulfuric acid process) or under 60,000 tons/ year (chlorination process) in the near future and define it in the policies of industrial structure adjustment.

　　V. The five key scientific and technological support issues of tio2 industry development during the "12th Five-Year Plan" TiO2 Branch Expert Group put forward must be implemented as they are the important guarantee of improving the competitiveness of domestic tio2 industry. Competent units (responsible persons) were expected to seek to undertake the issues, and units responsible for major tasks were expected to guarantee the manpower, money and time to ensure all the issues to be implemented in the first quarter of 2010. The early completion of these projects is conductive to strive for the capital and policy support from the government.

　　VI. Enterprises taking part in the conference were required to give feedbacks to the discussion papers of "Guidelines for Titanium Dioxide Export Rebates ", "Access Conditions for Titanium Dioxide Industry " and "Emission Standards for Pollutants of Titanium Dioxide Industry" proposed by the conference. These feedbacks will be gathered in the expert group meeting which was planned to hold in Beijing around January 15th, 2010. After the meeting, these discussion papers will be submitted to the relevant government departments.

　　VII. The meeting called for all the enterprises to make efforts to achieve the objectives and tasks of the low-carbon economy established by the "12th Five-Year Plan" by adjusting their work train of thought, vigorously implementing the circular economy, improving the efficiency of resource utilization and reducing the "three wastes" emissions. Among all these jobs, they should put emphasis on the adjustment of products＇ structure, industrial upgrading, technological advances, energy-saving and emission reduction. Besides, the overall industry trends should also be combined in the process of practice.

　　VIII. The conference encouraged enterprises to become larger and stronger through mergers and acquisitions. It also encouraged competitive enterprises to adopt various forms of capital operation. It suggested that tio2 industry should integrate the market resources, increase the industry concentration, vertically reorganize the upstream and downstream enterprises, extend the industrial chain, make the most of the advantages of assorted resources and build an industrial pattern with complementary advantages and benign interactions.

　　All the participants positively evaluated and attached great importance to the conference because it directed at the most pressing problems in the industry and achieved prominent effects. It has great significance in the development of tio2 industry. And it will play an important role in the healthy, harmonious and sustainable development of tio2 industry. In addition to the media staff from industry web sites like "China Tio2 Net", "China Coating Net", "Ok-pigment Net" and "Comelan Net" etc., this conference also brought together leaders and experts from almost all the well-known tio2 manufacturers and tio2 application enterprises in China as well as foreign enterprises like TZPI from Austrilia, DuPont and PD from USA.
